power steering reservoir

Hi Guys
On my 59 with 352.On top of the power steering reservoir I have a steel washer with a groove in it and then the butterfly nut to hold the lid down.Should there be a rubber seal also.
Mine has never had a seal under the nut.I was told it should have one but that would then block the vent hole in the lid.

I looked in the parts book and it doesn't show a rubber washer for 58 and 59 but does show one on the 57.

Thanks ford only.It did not make any sense to me to block up the vent hole in the top and the groove in the washer.Thankyou.Advice is aleays welcome as we don't have many skyliners here in the UK.
